Quite the opposite. If - as is likely - Downing Street staff are to be issued more FPN's, waiting until after the Local Elections to issue them does them a massive favour.

Does it not go against them in terms of this party isn’t willing to do anything against the head honcho so when it comes to local voting people would have had enough?

We're talking about the Metropolitan Police refusing to issue FPN's until after the local elections, not the Conservative Party.

I suspect the Police, like LAs, are subject to the rules of Purdah where they can't be seen to do anything in the month up to an election that may prejudice a vote.

FPNs are probably similar to planning consent, applications etc where they can be delayed until after the elections.

They are not quite bound by the same rules as Civil Services in annoucing policy in the run up to elections, but they do have to take particular care in doing anything that will avoid influencing the outcome of an election.

My ex who worked at the DCMS loved purdah as a CS, basically put your feet up for a few weeks. The Press Dept literally cannot do anything at the request of their minister.

I wonder if there’s a name for what happens when the police pause an investigation in the run up to an election?

I think that the level of offence will be a consideration in relation to the pause in action. FIxed penalty notices are pretty much down the pecking order when it comes to disposals.
