It's certainly an oddity on the face of it.

I've done a bit of digging, and it seems if was reviewed in 2006, with some flaws found- the full report is available to download, but a few paragraphs in my eyelids were getting heavy.

There has been a subsequent review, and again issues found.

This review will have contributed to the relevant part of this bill.

An expression of the same concerns as in your link, but with an acknowledgement that there are areas of weakness within the commission. 

One of them appears to be inadequate monitoring of political funding- a subject you have mentioned before.

Whether this does turn out to be a bit of a "land grab" or a genuine attempt to make it more accountable to parliament only time will tell- the reviewer on my link has his doubts, though others will no doubt argue otherwise.

We'll see come the next parliament.

At the moment though, the met police have interpreted the cake gathering as a breach. Seems very strong on the face of it.

The problem with different forces, led by different people, facing pressure from outside influences. It won't stop so soon neither- the met police changed their approach, so those in the North East may do to, so pressure will continue. 

Which is ultimately unhelpful and does no one in parliament any favours- we're a cock stride away from war!.
