Hopefully, if we do sign back into it, the damage can be repaired, as we really have damaged this sector of the UK in the last few years. 

 

It isn't just the brain drain that is concerning, companies have shifted focus and investment decisions out of the UK so they can stay aligned with this access. If we get access we should prevent further damage, but it will take years to repair some of the impact

Fruit picking is a funny thing - I had a few mates who whilst students went to kent and did fruit picking over the summer holidays, they had a ball cost them nothing as they got free accomodation. I know we need a LOT more than a few students but is this not a thing anymore?

Actually just had a quick look - this looks like an ace summer holiday job. Better than standing in a shop all day anyroads...

Not sure if one of the Brexit benefits (that you voted for) was to ease the fruit picking problems. 
 

So back to my original question. Why can’t it be staggered?

Unemployment rate is less than 4% so they must be doing something.

It depends who is included in the unemployment figure these days...and under labour, tbf
