The rest of the assets like ground etc have been secured to other creditors 

They’re considered secured creditors so are at the front of the queue, along with any clubs due transfer fees, ticket revenue etc. Though this is largely irrelevant as the PFA are committed to cover their wages before it reaches that stage.
