The courts and 'the powers that be' work within the law. They can't "show they mean business".

Laws don’t tell a defendant how long they will get, that’s down to the courts/magistrate/powers that be. By giving the max sentence they will be showing that they mean business, unlike the judge who didn’t give any jail time last week to someone stabbing their missus.

They can, giving someone a 4 years sentence as opposed to community service will show they mean business. Most Normal thinking people would think that.
