Because it's for an internship that is specifically designed to help under-represented groups join the TfL communications department (ethnic minorities, disabled people, and people from under-priveliged backgrounds - although the person who posted it on twitter pretending to be outraged conveniently cropped out the latter 2 categories). There are plenty of other internships that are open to everyone.

It's the Stuart Ross Communications Internship and is aimed at increasing the number of people from under-represented groups entering in the Public Relations, Communications and Marketing industries.

It's just one of a number of internships available at TfL and as with many similar programs across the country, each role is targeted at a certain section of society.
