United and City have spent roughly the same, it's just that United haven't been able to recoup as much of the fees paid as City have because they've been shopping in lower quality markets City can sign the cream of the cream and when they do that the players they sign do them for a decade - sign De Bruyne or Haaland once and they don't need to keep signing them every year It's why United end up spending £80m on dogshit like Anthony or that Hojland who still hasn't scored a league goal It's not just money either, everything at City is set up how Guardiola wants it
