Goldstein was saying anyone heard swearing and "provocatively" chanting at games should be banned for life for inciting violence as its illegal and if you did it on the street you'd be arrested. Cundy was ridiculed and made out to be a hooligan for suggesting its different at a game and you can get away with it more as part of the atmosphere. I could see what he was getting at but he didn't articulate it well enough and was shouted down, was infuriating!
