Just looked up the latest population  stats  Bradford 64% White British, Tameside 88% White British. Thought i was right

Now look at Rochdale; 14.8 %.

Not a huge difference, so easy to see why they're on the list.

Might not compare to Bradford, but there's still a correlation to other areas and their issues.
