The guy in the video says will only affect hundreds of farms so the amount raised can not be that high can it ? Clarkson looks a right cunt, having taken the BBCs money for years anything he can not answer is 'typical BBC' whereas from the little I understand it is millionaires like him buying up farms as tax avoidance that has led to these measures coming in.
