I think he's doing it for two reasons:

1. It helps deflect criticism directed at his handling of the crisis

2. It's a pre-emptive strike against the CCP's developing narrative that when the second wave hits it'll be the fault of foreigners entering the country and bringing in the disease from elsewhere, rather than the Chinese state being unable to defeat it.
