There are fewer counter terrorism officers than there were in 2012 as far as I know. Also various cyber security roles were cut by May. On top of the ongoing police numbers cuts. Cuts that the police warned back in 2013 if continued would leave the entire service stretched and have a huge knock on effect for ability to prevent stuff like the Manchester attack. They warned and were ignored. Quote
