As I have said earlier; tag everyone on the list. We can't afford 24/7 surveillance, but tagging would be much more doable. If you're off to blow yourself up, would you be arsed that your tag wasn't showing you as being at home? - as far as I know they don't have an inbuilt GPS, so if you're not where you're supposed to be, it doesn't actually show where you are....and even if it did, would you not just cut it off and then carry on with your plans?
