As I have said earlier; tag everyone on the list. We can't afford 24/7 surveillance, but tagging would be much more doable.

Would tagging work? You can know where someone is granted but how do you stop an individual or group who wish to commit these atrocities if they are free to wander?

I don't think the Manchester bombing tribute concert should go ahead out of respect to the people murdered in London.Do the performers and fans really feel up for a concert commemorating a bombing just the day after more people have been murdered in another attack?

If you're off to blow yourself up, would you be arsed that your tag wasn't showing you as being at home? - as far as I know they don't have an inbuilt GPS, so if you're not where you're supposed to be, it doesn't actually show where you are....and even if it did, would you not just cut it off and then carry on with your plans?
