He might be, but it's still a rather simplistic way to look at it, as many many French people died in resistance to the Vichy. As with all of this, it's more complex that all of France willingly colluding with the Germans.

Also Macron gave a speech a few years ago denoucing his political oppositions who dismiss the Vichy government as nothing but a puppet government and for France to come to terms with parts of their history and the role in the Holocaust. 

It's not the position that it odd, its in the way it's just an over simplistic view of it.

There’s 50,000 (not very good) troops heading over the border to shoot at the Ukranians later this month.

They’re basically arrow fodder but Ukraine are apparently in need of more ammo.
