It does, but their whole ethos and approach is still very much throw numbers at it. Very much driven by outdated thinking, and ultimately a dictatorship with little consideration for its people.

I'll rephrase then.

He chucked his own into battle often poorly trained, with poor equipment and planning. Often with a senior soldier with a gun pointing at their backs.

It's happened before with Russia. 

They will make publicity out of these guys fighting for them, but in reality will give them no respect.
