He dropped that policy in May 2023. Are any of these "gotchas" from after then?

Gotchas? It wasn’t a policy. It was either a total lie or a misunderstanding of the economics of the UK. Have you any idea of the cost of scrapping the tuition fees? Either way not a good look.

There was an article in the telegraph about this.

Can't remember the exact details, but iirc they referred to it as day to day costs, as is the norm with all governments.

Fuck knows what the truth of it all is, probably somewhere in between.

Couple of things to note though: the OBR is historically poor at its predictions, and it has been suggested by some that governments should stop farming their work out and make, and stand by,  their own thoughts and decisions.

Second, 9.5bn of hidden money is a lot.

12.5bn of "missing money" suggests an inability to read data available well before an election, and/or bullshit made up to justify some spiteful measures that could turn out to be very counterproductive.

Nowt wrong in and of itself, but it has been abundantly clear for some time that such a move would be unaffordable, so it begs the question, why say it in the first place?

We know what the game is- all opposition parties do it.

Governments also try to do it, but they're caught between a rock and a hard place; as promising something not done already leads to the obvious question of why hasn't it happened. 

Like a player getting better by not being in the side, it's much easier to say what you're going to do, but a lot harder when in the job.
