We know what the game is- all opposition parties do it. Governments also try to do it, but they're caught between a rock and a hard place; as promising something not done already leads to the obvious question of why hasn't it happened. Like a player getting better by not being in the side, it's much easier to say what you're going to do, but a lot harder when in the job.

It's a problem everywhere, and no doubt much worse in some other places, we're probably quite fortunate that we don't get that many (relatively speaking), because we're an island - although some would have you believe that we get the lions share.

Being an island also reduces the amount of land available for food, housing and associated services. We're already significantly less forested than some other nations already. Not that the specific numbers count really matters- the cultural effects are the same everywhere.
