If engineering works are between Preston and Blackpool North,you could go on different line from Preston to Blackpool South and vice versa. Blackpool South is on Waterloo road 5 mins walk from Bloomfield road,and its actually closer than the most commonly used Blackpool North Think they are only every hour from Preston though or something similar. edit...sorry,just realised that wasnt too clear.
