Depends what you mean by a tournament team....

 

I view that as being a team that are average in qualifiers and then really perform on the big stage. Apparently Italy are unbeaten in 50 qualifiers, so I'd view them as being very consistent, rather than that. And yeah they perform well at tournament stage too  

 

England are often the opposite

I'd class a tournament team as one that plays well together not necessarily super stars, has options, can soak up pressure and is attack minded.

 

Germany and Italy definitely fit the bill.

I think Austria will win that group
