As for the all the Fifa lot, bungs and pay offs were simply a fact of life. Has been going on for decades. They just didn't think it was criminal. In central Europe it was seen a just a way things got done. All of the big wigs FIFA, Uefa, African, and South America will all have been at it. TBH we need a clean sweep.
