I've been trying to find out. Supposedly the decision is made by a separate body to the government, but I can't find out who. 

As I said above: from what I can discern, the red list isn't as strong as I hoped.

I missed the conclusion to that riveting case. Was Miami unable to produce the proof he said he had? Was a Boom handed out?

Apparently the real evidence has not been produced, just a doctored post that was supposed to prove how easy it is to amend posts.
