For me, there’s a definite attempt to distance themselves from the policing policy- even if Rishi isn't happy with her, he did say he'll hold Rowley to account- which I reckon is a means by which they will justify stronger measures, as we see in France and Germany, if it does kick off big time. It also introduces some level of separation of between the two parties over the approach to the issue, as a political tool pre election.
