That's why something like the Rooney rule from the NFL might help. Teams have to interview at least one minority candidate. Black/Hispanic/Asian whatever. It gets feet in the door for minority candidates and gives them a chance to impress, if they're still no cop then they don't get the job. One difference is head coaches have usually served their time through the ranks of coaching rather than coming straight in at the top. I'm still surprised Hope Powell hasn't gotten a job at at lower league level. Whether she hasn't tried or not I'm not sure, but she has a good coaching record for England. Perhaps if she wanted the senior jobs she'd have to take a leaf out of the NFL book and work her way up. The same could apply to aspiring managers of minority backgrounds too. Jose, Brendan Rodgers etc have done.

The canadian league occsionally is plundered for coaches. but there isn't the global market place that football has. When a head coach gets binned he very rarely walks into a new head coach job he has to go back down the ladder and work his way back up. The very nature of the NFL means very rarely do teams dominate for years in the way Chelsea/yoonited/citeh/arsenal have done. Barring about 5 teams anyone can win the superbowl at the start of the season its the opposite way round in the prem. I'd like to see the football league bring in something similar even if it does nothing but break the cycle of the same pool of failures getting the jobs ahead of possibly more deserving talent of any background.
