Correct, a massive issue all over the country. The first place that I rented down here in the Shires was actually a council house that I was "sub letting" from the "legitimate" tenant, who had a nice big private house just round the corner.

 

Two of us rented it, and we paid him a few quid more than his council/housing association rent was

With the issue of subletting raised, how could they differentiate from a reasonable claim as opposed to a dishonest claim ?

Massively, but an easy way to make good money, with a minimal chance of being caught.

 

As mentioned above, I rented from somebody doing this for nearly a year. We paid about £600 per month, the blokes council rent was about £350 If I remember correctly (this was about 20 years ago)

They will be hiding because they are illegal immigrants, the sub-letting is done by the official council tenant and it is them who are scamming the state. The illegal has had his home burned down and won't be getting £5k, that will be going to the bloke who sub-let his flat to them.

It reads to me it's a temporary thing proposed so they can if necessary get immediate help and assistance but I don't read it as a permanent thing.

I'm not sure illegals will stop coming when we leave the EU (as they're not EU citizens anyway), in fact we might end up with even more, as the EU wave them through their countries and on to the UK

I'd wager good money that Border controls will be increased and that it'll be less not more illegals and when they do beat the system we won't be messing about with European human rights laws where we are not allowed to send them back and if the EU wave them through so they can enter the UK shame on them and it reinforces that leaving was the right decision.
