Happens in every council and major building works across the land. Must be on a major scale this.

 

The witness intimidation part suggests a bit more than the odd bit of mutual back scratching.

Councils are all at it. My Grandad s firm once won a tender for Wigan Council to put up some tall railings near Haigh Hall. He put in what he considered a fair price and made a reasonable return. He was 3 times cheaper than the next cheapest quote. It wasn't a big job so maybe the others didn't really want it but strangely he didn't get asked to tender again for other work.

Companies already on approved contractor list can be approached as part of the closed scheme. 

Anyone can put in a bid on an open scheme, typically for bigger contracts. 

But you know as well as I do it doesnt work like that.

I was shocked when I read it pal. Thought the likes of Hatton and Anderson were untouchable in that city, though the reaction of the natives there has shown they're not the most popular people.

Pretty sure Leigh White is a little fan of Degsy.
