They should be waiting in turn, like any other vehicle. It certainly isn't sensible to tell cyclists to ride in the centre of a lane neither. It may have changed, but when I did my cbt on the way to a motorcycle test, we were taught to ride a third of the way into the lane, unless it was a dual carriageway, in which case we could ride in the centre of your lane. The pedestrian crossing as shown I agree with- in fact I thought it was already the case! They still need to look before crossing though! Quote

Reason being that the pavement is still part of the highway, so if you're leaving one road to turn into another, then you need to give way to another user of the highway going straight on. Seems that that wasn't the case, unless, as I said before, it was only guidance. Either way, if pedestrians start walking straight across without looking becasue it's their right of way, then folk are going to get hit. Quote
