One of my mate's shops, person without a mask, asked to put one on, refused because said was exempt, asked for exemption card, refused to show one, waited outside for his stuff, and then reported them to the council.

Half hour later someone from HSE/council rang up questioning covid policies in store.

It's law to wear a mask in shops but if you look into it anyone can say they are exempt AND the government guidance is that people saying they are exempt shouldn't be routinely asked for proof of exemption (which doesn't actually exist because you decide yourself).

So in reality it's law but only if you choose to follow it.

Load of shit.

As a proprietor, do you not have the right to refuse entry to someone, particularly if you feel they may be a threat to you?

In an ideal world.

If you make a law that there are exemptions to then you have to sort something out that enables folk to be legally exempt, like the blue badge scheme for example. It's a totally obvious thing to do so I can't get why it wasn't done as part of the whole approach.

Apart from incompetence which would completely explain it.
