apparently, the projected ROI has to be pretty high for public bodies (well at bolton council level, anyway) 

bolton wouldnt be allowed to borrow the sums required cos of the investment required for relatively low gain

watsons are probably less restricted, i guess

 

at least thats what a bloke in the field explained

I thought it was essentially a change of contractor. 

Does it mean therefore that the council was previously going to own the site, but have now sold it?

Whatever the case, it seems a good project. 

Seeing as it was gone 10 and very loud, i reckon i remembered it quite well

It’s a bit strange that 8 1/2 years on, we aren’t be constantly showered with mocking updates about the joys of Brexit, and all the money and benefits it brought.

The song remains the same “you lost get over it” “bitter remoaners”

maybe change the record and shove brexits amazing benefits right down our throats instead.

But this won’t happen, will it fellas?
