Not sure it will affect those already afflicted by alcohol addiction, but I see it as being more about preventing youngsters starting on the rocky road by access to cheap booze; sometimes lower priced than an equal volume of bottled water.
We've seen the steady decline in the number of pubs, where at one time youngsters learned to drink amongst people of all ages with a landlord/lady on hand to say enough is enough.
We now see folk preloading and pissed before going out.
