The thing is - if he'd had pitched this right, and made it about mutual security and shared wealth in the future as the ice caps melt - then there's a good chance he'd have got a lot more traction. The US already has a deal in place for military bases and personnel, so that wouldn't have taken a lot to get up and running again. Simply talking to people about investment and deals, with people possibly already open to it, should be relatively painless. I'll give you a little tale: Years ago, my brother used to sell cars at a dealership. One day, of the mechanics said he wanted to replace his car, and had his eyes on a second hand one they had in. He said to my brother "I'll give you £700 for it". Brother: "yes, that's fine". Mechanic: "aren't you going to haggle or owt". Brother: "OK then; £1000". Mechanic: "£800". Brother: "Done".
