Fwiw, I think there will be shifts in policy from both Labour and Conservative- the former just announcing a couple of such moves recently as these elections approached.

Politicians can, and should stick to their core values whilst recognising and dealing with the issues of the day.

Too much immigration is a social problem, and as such all parties should recognise it and genuinely deal with it. 

As yet, not one of them has, and no one should be surprised when people choose a different, democratic route.

One was a by election too- 46% turn out I would guess isn't so bad.

The average turn out at the last election was 59%

Seats won by Labour had a lower turn out than those won by Conservative. 

The turn out at the last election was 7.6% lower than that of 2019.

Local elections are typically fought on low turn outs. The last had an average turn out of 35%, so nothing different there.

To suggest that this is the reason the two main parties have done so badly is fantasy land thinking.

NHS reform, workers rights, resolving industrial disputes in public services, privatising public transport, housing and planning reform, tougher regulation on water companies, tougher domestic violence legislation... I could go on.
