Just had a read up and indians are the majority minority 

though, id guess most of the ethnic minorities in blackburn are british

Work in Blackburn and have just got back from Morrison's there, can report folk of all creeds, colours, shapes, sizes, and ages not wearing masks and pottering about without a care in the world let alone consideration to social distancing.
