Helen McNamara was particuarly enlightening in the lack on contigency planned (setting aside the uselssness and bullying by Cummings - personally my favourite part was when it was in meetings with the opposition when they couldn't answer questions they were being asked that they realised quite how ill-prepared they were and how badly the leadership were dealing with it) and Dr. David Halpern from the Behaviourial Insights Team about how the messaging was toatlly confusing and was directly reported to ministers it was so. My point is lots of people/leaders were making massive mistakes around the world around this time. No one got it right. People who you would think should be getting it right were way off the mark.
