If they had tasered the owner sooner, he wouldn't have been able to thrust the dog towards the police after having wound them up in the ensuing argument.

May then have been able to capture them.

If he'd been tasered first, you would then expect the dogs to be easier to capture.

When the cunt is thrusting them and dragging them about, hooking a dog would have been a tussle between them and him with the harness which would have been unpleasant to say the least!
