Britain entered the war at 11pm UK time, midnight German time. The Foreign Secretary came out of a cabinet meeting looked out over Horseguards Parade and said the lamps will be going out all over Europe and may not be switched on in our lifetime. I think that's where the turning the lamps off might be coming from.
