Relatively well off people have been drifting into England, but not necessarily just over the Border, for over a year. The variation in tax rates and bands may or may not lead to change, but it's a fair bet in which direction any change north of the border will be. I am intrigued by the fact that some Scottish addresses have Carlisle postcodes, equally some English addresses have Galashiels postcodes. But they only quote for 52 weeks. Last year there were 53 Mondays and Tuesdays in the tax year. I expect you are paid 4-weekly, so only received 52 weeks' payments (or possibly 56), but HMRC tax on weekly due dates (in your case Monday). In the year I retired I received 26 weeks' payments, but was taxed on 27, even though the last week's payment ws not actually made until the next tax-year. Since HMRC and DWP both use NINo for reference purposes it is easy for DWP to identify which NINos, if any, have 53 paydays in a given tax-year.
