I maybe wrong but I think Prevent statistics are not representative of what is really going on , basically because they are based on referrals. 
So if you are part of a community where people spouting extreme views is unusual then you are more likely to get reported. But if you are part of a community where extreme views are shared by a wider number you are less likely to be referred. 
 

Basically if you stand out in the crowd you will be referred potentially, if you are part of crowd that are all pretty extreme you won’t stand out so won’t be reported.

Those in the system were captured in the same way as other public services, with a deliberate focus away from the bleeding obvious. 

Unfortunately, I can't remember the lady's name.

Either way, if the culture within is inadequate, or if referrals aren't coming in (or both), then it isn't fit for purpose.
