Get them to sign in on their holy day at the police station. When its a big religeous festival, they have to rock up to the station and surrender their bible, prayer mat, or peado beads a week before, and then sign in thrice weekly till its over with. On the holy day, police need to be kettling large groups who look like they might be up to no good. Stone Island burka?
