It's a rate per 100k of that population, not absolute deaths (as they were reporting up until a couple of weeks ago). They've also stopped reporting from YTD so the last 3 weeks is more likely to show a truer reflection now vast majority are double jabbed. Can imagine the rate being an issue in the higher % of vaxxed age groups (were unvaxxed population will be tiny) but the 40+ is worrying as I imagine there's still people choosing not to have the vax yet in that age band.
