To be fair, I'm almost certain you did get an answer because I remember answering it

It's because the terms of the contract between the operator and the government states the operator has to abide by the government's dispute handling policy and can incur financial penalties if they agree a pay award that excedes the mandate given to them by the government

Effectively, the operators cannot (or will not) agree a pay award without the consent of the government

The only thing they really have to concern themselves with is how to spend their profits 

In fact, and I'd need to check again to be certain, but I think the majority of our railway operators are owned by foreign states and help to subsidise cheaper rail travel for their own citizens 🙃

The trouble with all these being released under the 40% served rule is that they are now being supervised by a stretched probation service who do not want to be prison officers, the recall rate will be phenomenal, the prison's will be full again very soon

Like you say the countries fucked, the last government promised new prisons but fucked about until COVID came and took the money, as well as the millions spunked on lining their friends pockets (allegedly). A local prison (Hindley) was meant to be extended years ago but it was put off time and time again

My cousin was nicked in 2021, was sentenced to 17 years in 2023, he’s getting cat D next year. My guess is he will be out of the country come the end of next year. I have a feeling he won’t be the only one.

8 years, is fuck all in the scheme of things- I wonder if that ban applies concurrently with his sentence or starts upon release.

Granted, it may in part be due to increased reporting, and it is "police recorded" offending rather than number of convictions, but surely that alone doesn't account for such a high increase

I would imagine there are several factors. 

I'm convinced mire than ever, that the ready availability of porn plays a part. In particular certain areas.

Unnatural behaviours being normalised.

Be interesting to see the racial/nationality profile of the reported offenders too.

Of course that will ruffle a few feathers, but there may well be some correlation.
