Making their life hell by ensuring any opportunities are taken away, ensuring "secret" names are given out and staying inside the law. To murder a murderer makes you as bad as them. They tore their own family apart in the process- I’m talking families living in hiding and having to move every few years. Siblings in their 60s now at war, grandparents knowing they’ll never see their families again- that might have even been before the names were released.
