He did something unwelcome and inappropriate to essentially a team member. As the head of the FA, the ones setting the standards and rules he has to be held accountable. And that, on balance of probability he was just caught up in the money and that he want doing it for sexual kicks. If he's got a track record of it then throw the book at him.
