Entrant to what? When? How did Liverpool/Everton, City/United, all of the London clubs, All the Birmingham clubs, Forest/Notts County, Bristol City/Rovers, etc, get around such a rule?

Football League. Accrington, Aston Villa, Blackburn Rovers, Bolton Wanderers, Burnley, Derby County, Everton, Notts County, Preston North End, Stoke (renamed Stoke City in 1926),[12] West Bromwich Albion and Wolverhampton Wanderers.
