The third-placers were compared only on their results against top 5 in the group (so that the group with only 5 teams could be directly compared). Turkey drew home and away to Latvia and so for comparison had 16 points, gd +5. Hungary had 15 points, gd +3, so a draw would have seen them on 16, +4. But if Kazakhstan had not won their last match they would have been 6th in the group leaving Turkey with 12 pts, gd +2. Quote
