Yes, it was always available, it was down to who was going to pay for it. It's safe to say the Chinese owners didn't want to, hence the Government stepping in, and underwriting it (well, the tax payer...)

Unions been flagging up that the Chinese have been feeding low grade coke into the furnaces for a while which will clog up the system leading to larger maintenance and repair costs... they've been putting pebbles in rather than proper fist sized lumps

Good point they should have sorted the underfunding in one go. The BMA want the GP contracts updating and want it all now. Govt have said it will happen over the term of parliament.

"Irregular" is accurate. An illegal immigrant is someone who is staying in the country illegally. Travelling across the channel by small boat doesn't make you "illegal" until you've been processed and deemed to have no right to stay.
