As Rochdale is nowadays an Metropolitan Borough with a latest census population of 211k,  the following larger ones have not reached the second tier:  Wakefield (325k), Dudley (312k), Salford (233k) and Tameside (219k). There's no over-riding control from a Greater Manchester authority. It might exist in terms of police and fire but that's it You could say Hull is in East Yorkshire but East Riding council doesn't cover Hull.
