The vast majority don't. You do know how many are in France, Germany, Italy, etc, right? We take a pittance in comparison to other European nations.

Those that do in most cases have family here already, or most others speak English rather than French as their 2nd language and many helped us in Afghanistan or have colonial connections.

You’d think their family members would warn them that this country has apparently gone to the dumps, there’s a good chance they will end up in a floating prison or a disused army base, Brexit is making everything twice as bad and to top it off there’s no chance of them getting work here as there’s a backlog of 100s of thousands.
