Why would I worry about Poland? .... its doing a fantastic job and seems to be run superbly.

I don't know why you engage with some of these clowns '84. Seems they must all have some skeletons in the cupboard regarding racism the way they over compensate.

I suppose it does depend on how diluted local input becomes though.

I would be but sadly I can’t see larger councils delivering efficiency or improving on what district councils already deliver…already many of the large councils such as Birmingham are basically bankrupt add to that I’m anti mayors as they have too much power. It’s a retrograde step in my eyes.

There is only so far you can take the "economies of scale" argument over mergers, whether in the public or private sectors.

From my own experience; the main issues are inherent inefficiencies within organisations.

Old fashioned attitudes of some workers, and arguably too many layers. 

As we've seen with the rail chaps, sorting this isn't easy.

There is also the contradictory approach: saying more devolution to areas is the way forward, doesn't fit right with merging them together.

As ever, if it happens, then the proof will out.

I think Bolton should be alright as it's a Met council and not a District one isn't it?

I agree with your point though. It's happened with the NHS. Up until about 3 years ago - Bolton had it's own CCG which was rated excellent and was financially solvent. 

They merged into a larger GM ICB and now the larger organisation is struggling and is 600 million in the red, essentially at launch.

Bolton council is far from skint I’m led to believe. Think it lends other councils quite a bit of dough including Manchester and Liverpool. Spending nothing on the town has probably helped too😂
