Because it is under 21 with up to 3(?) overage players - obviously generally those returning from injury. I don't know, but I suspect it originates from the Olympic tournament, which is under 23 with up to 3 overage players. This was done once the games weren't limited to amateurs, so that it could be seen as less significant than World Cups. Of course this doesn't affect GB as, apart from the England/Wales squad at the home Olympics, GB does not compete as part of the special arrangement whereby FIFA allow England, Scotland, Wales and Northern Ireland to field separate teams (for now).
