Looking at it from further away, just stop yellowing folk for removing their shirt- doesn't actually harm anyone. Also, loads were wearing scrotie messages inderneath.. Either way, it's a rule, everyone knows it, don't do it. Not difficult. I think VAR would notify the referee that they were checking the decision at the point it is ruled out and play wouldn't commence again until the checks had been completed.
